How the 100-Point Index is Calculated
2026 Session StandardsEvery legislator begins with a perfect 100 points. Points are deducted based on tracked legislative behavior to reveal their true voting record. Legislators are then ranked from highest to lowest score.
For every core budget bill (HB 2002-2020) they voted YES on.
For YES votes on bills where the percentage of Democrat Caucus support outpaced the percentage of Republican Caucus backing by 20% or more.
For YES votes on bills where a plurality of the Democrat Caucus voted YEA, outnumbering Republican Caucus support but less than 20%.
-1 Point for each of the first 12 missed votes.
-2 Points for every missed vote thereafter.
For every YES vote on a bill rated "Reject" by Locke & Smith. *Ratings are ongoing for 2026.
Triggered at 95% or more YES votes on all Agreed Bills.
In a healthy legislature, lawmakers vote independently. Voting "Yes" on almost everything indicates a "rubber stamp" for leadership rather than representing the district.
