In Jefferson City, it’s easy to assume a bill is "Conservative" just because a Republican sponsored it. But the data tells a different story.
Act for Missouri doesn’t guess what a bill is about—we let the votes define the agenda. Our theory is simple: Democrats do not vote in high percentages for bills that violate their core principles. If a bill passes with overwhelming Democrat support while the Republican supermajority is divided, that bill is advancing left-leaning policy, regardless of whose name is on the sponsor line.
By measuring the Partisan Gap—the mathematical difference in support between the two caucuses—we strip away the political theater and expose the true ideological nature of every piece of legislation that crosses the finish line.
